Steel Cyclone is only available to the above listed jobs. If you get your greataxe skill to level 240 through items or merits but are not one of the above jobs, you will not be able to use this Weapon Skill.

This Weapon Skill is unlocked via the The Weight of Your Limits quest in Bastok. To get this quest, you must have a base greataxe skill of 240 (which the chart demonstrates) and you must be level 71.
